MINUTES
VILLAGE OF MURDOCK
February 4, 2025

The Village of Murdock Board of Trustees met on Tuesday, February 4, 2025, at 7:00 p.m. at the Village Hall. Roll call as follows; Jake Wilson, Dave Nuss, Lee Towle, Michelle Chesnutt, Rosetta Stroy and clerk were all present.

The minutes from the previous January meeting were read. Rosetta Stroy requested the minutes be amended that Michelle Chesnut had motioned to nominate Dave Nuss as Chairman and second by Lee Towle to be approved by all Board members instead of Stroy nominating. The minutes were then motioned by Michelle Chesnut and second by Jake Wilson with all members voting in favor of.

The following checks were approved for payment: Windstream ph/int-463.62; OPPD elect.-1156.46; Black Hills Energy gas serv.-330.98; Ashland Disposal Service garb.-2864.97; Cass Co. RWD#2 585,000gals-3042.00; Cass co. RWD#2 read met.-274.00; St of NE PHE Lab wat.tst-15.00; JEO road program-600.00; Column Software PBC publish.-103.73; J. Barnes payroll-1086.62; J. Faubion wat op/publ.-182.70; St. of NE sales tx-112.31 (electronic payment); Microsoft Office software renew-105.49 (electronic payment); Antivirus software renew-59.07(electronic payment).

Old business was updated as such: two compliance issues of filling holes and trimming woody vegetation are still needing done weather permitting and will be completed by March 15 deadline. Parking Area Maintenance submitted a proposal for several problem area maintenance on streets for 28,326.00. D. Nuss will look into this proposal in detail to review and discuss options for the proposal. D. Nuss will also be contacting JEO to revisit the Second Street major repair project to put it on schedule for this spring as it was tabled last summer. Dave will update the Board next meeting with advice from JEO for beginning the project. Discussion was held concerning the Snow Ordinance that was to be revisited to be re-written and established to define “snow emergency” regulations, procedures, routes, and all topics to this subject. R. Stroy will design a new Ordinance with all revisions updated to be reviewed during the March meeting.

Heath Vogt and Alli Beach attended the meeting to inform the Board of the Elmwood Community Association that was established to enhance the community with projects supporting the area needs. The ECA would like to invite any Murdock community patrons to join the group to unite both communities to become one unified group that will benefit the local area better. This new group would then combine with the EMMA to be able to operate on a larger scale for obtaining grants through the ECF of Sarpy/Cass County for large projects. Anyone interested in joining this group may attend the monthly meetings or Contact Heath or Alley. Mary McHugh and Hanna Peterson also attended for support of this process.

The Board discussed the building codes concerning property setbacks and discussed the need for clearly defining this and other Ordinances in the code book. This will be tabled for a future meeting.

The Board discussed the Hazard Mitigation draft profile that was submitted to JEO by Dave Nuss. There were no changes to the plan, and it will submitted to the NEMA and FEMA for final approval signed by all Board members.

Nuss updated the Board that the low water pressure issues should now be resolved. The water tower level limit switch has now been adjusted correctly. The switch was not set accurately when the new valve and equipment was installed for the tower.

A letter from the State Auditor’s Office was read stating the 2024 Audit Waiver that was submitted by Ryan Bruns, CPA with Dana Cole & Co. LLP, had been accepted for approval.

Ashland Disposal Service notified the Board that the monthly rates will be increasing 8%. The last rate increase took place in early 2022. Due to this increase, Jake Wilson motioned to increase the monthly resident garbage rate from 24.00 to 26.00 to cover the increase by adopting Resolution 242025. Michelle Chesnut second the motion and it passed unanimously with all members voting in favor. The new rates will be effective immediately. Wilson also motioned waive any additional readings and second by Chesnut, all in favor of adopting the following Resolution 262025: A RESOLUTION TO CHANGE THE MONTHLY GARBAGE BILLING RATES

BE IT RESOLVED BY THE CHAIRPERSON AND BOARD OF TRUSTEES OF THE VILLAGE OF MURDOCK, CASS COUNTY, NEBRASKA: GARBAGE RATE FEES

Any person, property owner, resident, who is currently paying the monthly garbage service fee of 24.00 will begin a new monthly rate of 26.00 effective immediately. This rate increase will not change any other monthly water, sewer, water tower, fire barn, and infrastructure fees.

There, being no further business, motion was made by R. Stroy and second by M. Towle that the meeting close and the next regular meeting will reconvene on Tuesday March 4, 2025 at 7:00 p.m. at the Murdock Village Hall and it carried unanimously by RCV.
