AND
ONE and SIX YEAR STREET PLAN HEARING
MINUTES
The Village of Murdock Board of Trustees met during a special 2026-2027 Budget Hearing meeting on September
8, 2026 at 6:00pm at the Village Hall. Roll call as follows: Tom Miner, Leet Towle, Hannah Petersen, Justin Holub,
Nate Osthus and Clerk were present.
Board members opened the Budget Hearing for the 2026-2027 Fiscal year. Budget forms were prepared by Ryan
Brusn, CPA of Dana Cole & Co. LLP. After discussion, Petersen made a motion to approve the budget documents
and form reflecting total personal and real property requests of $66,851.05, by adopted as the final budget for the
Village of Murdock for its 2026-2027 budget year. Towle second the motion and it passed unanimously by RCV all
voting in favor.
Towle made a motion to pass resolution 982026 , to set the tax rate different than last years’ rate and to approve a
1.56% increase to restricted funds increasing the tax rate from .270206 to .271107 per $100 of assessed value.
Osthus second this motion and it passed unanimously, all members voting in favor by RCV.
Osthus motioned to approve the annual filing of an Audit Waiver for the fiscal year end September 30, 2026.
Petersen second this motion and it also passed unanimously with all members voting in favor by RCV.
Motion to adjourn Budget Hearing Meeting was made by Osthus and second by Petersen. All in favor by RCV.
The Village of Murdock Board of Trustees opened the One and Six Year Street Plan Hearing on September 8, 2026
at 6:40 pm at the Village Hall. Roll Call as follows: Tom Miner, Lee Towle, Hannah Petersen, Justin Holub, Nate
Osthus and Clerk were present.
During the Hearing, the Board discussed the street projects and how they were reflected on the Plan prepared by
Scott Hrabik, JEO. Holub motioned to approve and adopt Resolution 982026-1, the One and Six Fiscal Year Plan
for the Streets and Osthus second the motion with all members voting in favor RCV.
Towle motioned to adjourn the One and Six Year Hearing and Petersen second and it passed unanimously by RCV.

SEPTEMBER 8, 2026
The Village of Murdock Board of Trustees met on Tuesday September 8, 2026, at 7 p.m. at the Village Hall. Roll
call as follows; Tom Miner, Lee Towle, Justin Holub, Nate Osthus, Hannah Petersen and clerk were present.
The minutes from the previous August regular meeting were presented. Motion was made by Towle and
seconded by Osthus to approve the Sugust meeting minutes, and the motion carried unanimously by RCV.
The following checks were approved for payment: Windstream/Kinetic ph/int-1951.12; Black Hills Energy-gas
service-119.65; Cass Co. RWD#2 971,000 gals-5826; St of NE PHE Lab water test-15.00; Ashland
Gazette/Column Software, PBC publishing–118.54 – Aug., 1&6 Yr Street Plan; Faubion mileage/reg.wat.-211.77;
R.Stroy August payroll.-1549.86 (Elect. payment); Ashland Disposal Service garbage-3473.82; Zito Media-
Internet-61.00; R.Stroy-Village of Murdock-2 nd Line/Service-49.23 (Elect. Payment); Mowen Owen-August
mowing; 450.00; NE Dept of Revenue – August Sales Tax 129.51; OPPD – Electric-714.20; Young & White Law

The following discussions/updates were held concerning old business.
Update was given on Burton Asphalt. Our council appeared in court on September 3,2026 to present and argue
our Motion for Summary Judgement. The Judge granted the motion and awarded the Village of Murdock the total
amount asked for ($13,750), plus interest ($1,100). The next step is collecting the judgment on the LLC. We have
some banking information from the endorsement of our checks to him, so we might have his bank account (if it’s
in the name of the LLC). We will need to see what, if any, assets the LLC has so we may recoup the awarded
judgement. More information to come as it arises.
The board next discussed TextMyGov. It was requested that instructions for the signup for this new notification
system be added as a reference to the Village of Murdock, Facebook site, for our citizens.
Updates to the “Commercial Cross-Connection Survey Form” that was mailed out to residents at the end of June.
State guidelines require the Village of Murdock to have a mandatory 60% response to be compliant. As of the
September 8, 2026 meeting, the village still requires an additional “22” forms to be submitted back. These can be
filled out and mailed to VOM, PO Box 308, Murdock, NE 68407, or dropped off at the Village box at Corn
Growers State Bank. To help homeowners fill out the form, Board Members, Hannah Petersen and Justin Holub
will be coming around town, door to door, to have these filled out in person if needed. Please remember that your
compliance is based on your continued use of the water utility.
The Village lagoons have shown signs of a very large hole that has either washed out or been dug by an animal.
These were filled in by Lee Towle and the repairs are complete.
The board has set October 7, 2026 as the date for the income survey’s to be mailed out to residents. Please be
aware that these surveys are confidential and will help determine our acceptance for potential grants to benefit the
community. The Board appreciates your participation in the survey.
Holub updated the board on obtaining a 2 nd quote for digitally mapping and computer GPS coordinate the water
and sewer subsurface infrastructure. Holub advised that he could not obtain a 2 nd quote, after searching. Other
companies in our area do not provide this type of service. The only other comparison is a company out of
California that will cost exponentially more, as they would have to travel with all the equipment needed to
provide the same service in Murdock. The Quote we have obtained will be attached to the submission for the
grant.
Following up on last month’s discussion to upgrade our water utilities, water tower control system. The Quote
has been obtained and will be attached to the submission for the grant, as well.
The Village will now be applying for a $40,000 grant to include both the water & sewer subsurface mapping, and
the upgrade to our water tower control system. The quotes have been obtained and will be attached to the
submission for the grant. The grant will need to be applied for by January 2027.
New Business:
There were some questions regarding the presumed discrepancies between the gallons used by our residents vs.
the gallons billed from Cass County Rural Water #2. An email was received from Mark Hogue, district manager,
CCRW#2 with a sufficient explanation.
Justin Holub, citizen, approached the board with a building permit for a storage shed. Building permit application
along with the plans were provided. Tom Miner, Chairman, approved the application.
It was brought to the Board’s attention that, presumably, teenagers are driving around the speed bumps on
Wyoming Street instead of driving over them. They are driving on either side in the grass, so they do not,
apparently, have to slow down. Please advise anyone that this type of driving can be dangerous.
August Treasurer’s Report was reviewed, and September Disbursements were signed.
There being no further business, the motion was made by Petersen and second by Osthus that the meeting close.
The next meeting is scheduled to Tuesday October 6, 2026, at 7:00 p.m. at the Murdock Village Hall, Motion
carried unanimously by RCV.
