BOARD MEETING MINUTES
VILLAGE OF MURDOCK
APRIL 6, 2026

The Village of Murdock Board of Trustees met on Monday April 6, 2026, at 7 p.m. at the Village Hall. Roll call as follows; Lee Towle, Tom Miner, Justin Holub, Nate Osthus, Hannah Petersen and clerk were present.

The minutes from the previous March regular meeting were presented. Motion was made by Osthus and seconded by Holub to approve the March meeting minutes, and the motion carried unanimously by RCV.

The following checks were approved for payment: Windstream/Kinetic ph/int-573.78; OPPD elect. 709.92; Cass Co. The following discussions/updates were held concerning old business.

Burton Asphalt has filed a motion with the court to move the action from Small Claims Court to a Court Trial. A trial date has not been determined as of the date of this meeting. More information to come.
Just a reminder that if you are NOT using Auto-Debit / Auto-Pay for your town Utilities, the Village would like to encourage you with an incentive. You need JavaScript enabled to view it. and she will be able to email you a form. To receive the incentive of $25 please sign up within 6 months, ending May 4th, 2026.

A new water meter was installed at Murdock School, and the Board hopes it resolves the issue.
Josiah Graham with GreyStone Flatwork has completed the repair of the two sections of street that were torn up due to the water main ruptures.

The snow fence has been successfully removed. Thank you to all involved for your assistance.
Towle discussed the Lagoons and how JEO is moving forward with their plan for the Village. JEO has submitted its proposal to the State of Nebraska and they are just waiting for a response. As of this meeting no more information has been provided.

Alleyways were the next topic. The new Resolution was approved. Motion by Holub and second by Petersen. Passed unanimously by RCV. The new Resolution is below.

The north shoulder of Waverly Road has been deteriorating and causing erosion to parts of the underside to the road. The responsibility to maintain the shoulder is the Village’s, according to the Superintendent of Roads in this area. Estimates will be sought to repair this right of way. As of the April meeting no new information has been discussed.

Cass County Rural Water #2 raised water rates for the Village of Murdock effective April 1, 2026. Osthus moved and Holub seconded to approve a new water rate resolution, which passed unanimously by RCV. The updated rates will apply to residents starting with bills mailed around May 1.

New Business:

Holub announced that MAPA will be at the Old Fire Hall on April 15th, 2026 at 6pm to offer planning and technical support, including grant writing and administration, for communities in its region such as Cass County. The meeting aims to help Murdock learn about grant writing and assess eligibility for future street repaving grants.

A discussion took place concerning the use of campers as residences within the town's limits. According to the current ordinance, campers may be stored on private property.

Individuals serving as Treasurer in the state of Nebraska are required to complete continuing education hours annually. Efforts are presently underway to meet this regulatory requirement.

Continuing education hours are needed to fulfill the 811 One Call Concepts training by the Village clerk. This is currently been sought, to fulfill this request.

Mark Patton, a candidate for NRD office, attended the April meeting to introduce himself. He brings 31 years of Navy experience, including commanding a Naval Base, and Nebraska family roots, which he believes will help address NRD's needs for the area's rural water future.

There was some discussion regarding the Fire Barn fee that is listed on the water utility card. The Board will review this issue at the May or June board meeting.

There being no further business, the motion was made by Holub and second by Osthus that the meeting close and the next regular meeting has been rescheduled to Monday May 4th, 2026, at 6:00 p.m. at the Murdock Village Hall, Motion carried unanimously by all members.
