BOARD MEETING MINUTES
VILLAGE OF MURDOCK
MARCH 3, 2026

The Village of Murdock Board of Trustees met on Tuesday, March 3, 2026, at 7 p.m. at the Village Hall. Roll call as follows; Lee Towle, Tom Miner, Justin Holub, Nate Osthus, Hannah Petersen and clerk were present.

The minutes from the previous February regular meeting were read. Motion was made by Holub and seconded by Petersen to approve the February meeting minutes, and the motion carried unanimously by RCV.
The following checks were approved for payment: Windstream/Kinetic ph/int-573.86; OPPD elect. 1216.57; OPPD Christmas lights elect usage-168.41; Cass Co. RWD#2 504,000 gals-2772.00; St of NE PHE Lab water test-15.00; Ashland Gazette/Column Software, PBC publishing – 230.43 Jan Mtg Minutes, 2026 Jan. renewal notice liquor license; Faubion mileage/reg.wat.-211.77; R.Stroy payroll Jan.-1549.86 (Elect.payment); Ashland Disposal Service garbage-3112.22; Black Hills Energy-gas service-289.57; Zito Media-Internet-61.00; NE Dept. of Revenue sales & use tax Feb.-92.93 (Elect. payment); Constellation gas utility service-955.51; R.Stroy-Village of Murdock-2nd Line/Service-49.23; (Elect.payment); Young & White law offices-small claims court filings – Alley-1474.58; Lee Towle padlocks-62.03; Frontier Coop fuel-33.88;

The following discussions/updates were held concerning old business.
On March 12th in Small Claims Court in Cass County, Nebraska, 2 claims by the Village of Murdock against Burton Asphalt will be heard. The outcome will be discussed at the April 6th Board Meeting.
Just a reminder that if you are NOT using Auto-Debit / Auto-Pay for your town Utilities, the Village would like to encourage you with an incentive. If you would like to sign-up for this simple and easy service, forms will be available at the Post Office, and now at Corn Growers State Bank, or you can message the clerk at either 402-867-4034 or email her at This email address is being protected from spambots. You need JavaScript enabled to view it. and she will be able to email you a form. To receive the incentive of $25 please sign up within 6 months, ending May 4th, 2026.

Miner is working with the E-M Schools Superintendent regarding excess water usage. Miner has ordered a head unit and it has arrived. It will be installed by Miner & Holub. Other solutions may be needed if this does not resolve the issue.

Josiah Graham with GreyStone Flatwork has notified the board of a completion date of May 1st, 2026 weather permitting, to repair the two sections of street that were torn up due to the water main ruptures.

Park shelter was tabled until more information is available.
Holub reminded everyone that the Snow fence removal is scheduled for Mar. 22nd at 1pm as the primary date of removal. Alternate date is Mar. 29th at 1pm is there is inclement weather or muddy fields.
The area at 4th & Colorado Streets has been repaired. No further action is needed.
Discussion moved to the two submitted bid estimates on asphalting Nebraska St. These bid estimates were acquired for use in future planning to reach out for possible funding options.

Towle discussed the Lagoons and how JEO is moving forward with their plan for the Village. JEO has submitted its proposal to the State of Nebraska and they are just waiting for a response.
Alleyways were the next topic. The specific alleyway near the Ebenezer United Methodist Church was again discussed. There was an incident at the newly created chain gate that was installed. A “No Trespassing” sign had been added to the chain gate. This was not the agreed upon signage that was to be installed. The No Trespassing sign was removed, and the Board feels that the current Resolution that was approved on the February 2026 Board Meeting, listed below, needs to be reversed and a new one adopted. The only difference in the new Resolution will be anywhere that indicates “dead-end alley” will be replaced with “Restricted Access”. The Board did clarify that anyone has access to the alley, it is not abandoned. The chain is to prevent constant through traffic on a regular basis.

The north shoulder of Waverly Road has been deteriorating and causing erosion to parts of the underside to the road. The responsibility to maintain the shoulder is the Village’s, according to the Superintendent of Roads in this area. Estimates will sought to repair this right of way. This is tabled again until next month’s meeting.

New Business:

Cass County Rural Water #2 has advised that the water rates for the Village of Murdock will be increasing April 1st, 2026. Some clarity is needed on the rates. A Resolution will be adopted at the April meeting to reflect the new rates to the local residents.

A resident who attended the meeting asked with regards to the towns Chicken ordinance. The following is the current Ordinance for the Village of Murdock. 6-204 Fowls; Running at Large. It shall be unlawful for any person to allow poultry, chicken, turkeys, geese, or any other fowls to run at large within the corporate limits, except in enclosed places on private property, not within one hundred (100) feet of any dwelling unit within the corporate limits. (Ref. 17-547 RS Neb,)

Towle discussed the issue regarding Fire Department using the towns Fire Hydrants to fill up their water tanks. Now that the Fire Department is being charged for water, per the Interlocal Agreement, how will this be handled. The hydrants are not metered so this would be an issue if the board wanted to charge for the usage. The board took this under advisement and will discuss at a future meeting.

There being no further business, the motion was made by Petersen and second by Holub that the meeting close and the next regular meeting has been rescheduled to Monday April 6th, 2026, at 7:00 p.m. at the Murdock Village Hall, Motion carried unanimously by all members.
