VILLAGE OF MURDOCK
July 1, 2025
The Village of Murdock Board of Trustees met on Tuesday, July 1, 2025, at 7 p.m. at the Village Hall. Roll call as follows; Jake Wilson, Dave Nuss, Lee Towle, Michelle Chesnutt, and clerk were all present.
The minutes from the previous June regular meeting and the June 11th emergency meeting were both read. Motion made by Michelle Chesnut and seconded by Jake Wilson to approve both meeting minutes and the motion carried unanimously by RCV.
The following checks were approved for payment: Windstream ph/int-487.68; OPPD elect.-784.87; Cass Co. RWD#2 1,056,000 gals-5808.00; St of NE PHE Lab water test-15.00; JEO final design#3-290.00; Column Software, PBC publishing-124.43; J. Faubion post./reg wat. Oper.-181.65; J. Barnes payroll-1086.62; R. Stroy interim payroll-543.31; Mowen Own Lawn and Garden, LLC mowing-125.00; Ashland Disposal Service garbage-2864.97; St of NE Dept of Revenue June sales tx-129.67 (Electronic Payment); St. of NE Dept. of Revenue 941N form-90.72; Black Hills Energy-gas service-11.68; R. Stroy office equipment-870.70; Ramada by Wyndham fire school rooms-1629.50; Bobcat of Omaha machine repairs-2108.65; United States Treasury 941 form-1138.41; Old Republic Surety Company treasurer bond-100.00.
The following discussions/updates were held concerning old business.
The Second St. project was briefly discussed and there is no action needed at this time.
Continuing with old business was discussion of the street maintenance contract from March 11th with Burton Ashpalt, LLC. This contract is for the maintenance of the deteriorating areas on the streets that would be ground, removed and new asphalt applied, rolled and seal coated. James Burton noted work was to begin by April 15th. D. Nuss stated that in his last discussion with Burton that he would be here in Murdock on July 7th. The Board agreed that a letter is necessary to remind Burton of his obligation for the street repairs and that if not completed the Board will be forced to proceed with legal action. It was further discussed that notice would need to be given again to residents about parking on the streets as we receive a better timeline for repairs.
The alley way culvert on 4th St between Colorado and Nebraska was again discussed and it has been reported that is it unplugged & flowing. No further action is needed.
The open Board of Trustees position, vacated on June 3rd by Stroy, was discussed. Tom Miner attended the meeting and showed interest in the Board position. Nuss nominated Tom Miner to fulfill the balance of Stroy’s elected term, expiring December 2028. Wilson made a motion to approve Tom Miner for the open position and Michelle Chesnut seconded; Motion carried unanimously by RCV. Miner then recited the oath of office and became an official member of the Village Board of Murdock.
A discussion then took place regarding the Clerk/Treasurer open position. Since June 14th, Stroy has been the interim Clerk/Treasurer, voted into that position by the Board at the meeting of July 11th. A village resident attended the meeting and requested details regarding the hiring process. After much discussion with the Board members, the resident was disruptive and was asked to leave. Moving forward Nuss nominated Stroy to continue as the New Clerk/Treasurer and assume the duties of the previous clerk/treasurer, Jackie Barnes, who had resigned on May 14th. Chesnut made a motion to hire Rosetta Stroy as the New Village Clerk/Treasurer for the Village of Murdock. Tom Miner seconded the motion and carried 3 to 1. Chesnut, Towle & Miner voting yes, Wilson voting no. Wilson felt that the hiring process should have included interviews and not just resumes. Stroy then recited the oath of office and became the new official Clerk/Treasurer of the Village of Murdock as of July 1, 2025. Email will stay the same;
Discussion further took place regarding salary for the position. Tom Miner suggested starting the wage at $2,000 gross pay per month, with a 6-month probationary period at which time the Board would then reevaluate pay in relation to duties and hours worked. Therefore, a motion was made by Chesnut that the position of clerk/treasurer shall have a monthly salary of $2,000 commencing July 1st with a 6-month review in Jan 2026. This motion was seconded by Towle. Motion carried 3 to 1. Chesnut, Towle & Miner voting yes, Wilson voting no. This would also continue the previously provided services by the Village of Murdock to a clerk/treasurer; computer, internet, village phone number/service, business & antivirus software.
More information will be needed regarding updating the Municipal Code Book. Information will be obtained & pursued at a later date.
Discussion was held regarding the repairs to the towns Bobcat machine. Bobcat of Omaha made 2 service calls to diagnose and make the repairs, however, there are still more issues that will need to be addressed. This was tabled for further investigation at a later date.
The compliance procedures at the lagoons have been concluded and an inspection by the Department of Water, Energy & Environment – Compliance Section, is scheduled for July 3rd.
In New Business:
Jake Wilson submitted a letter of resignation from his seat as a Village Board of Trustees Member on July 1st, 2025, effective 30 days from that date July 31st, 2025. His term ending December 2026. The Board will appoint a new member at the August 12th, 2025, meeting. Requirements to be a member of the Village Board of Trustees in Murdock, NE are to be a U.S. Citizen, Resident within the boundaries of the Village, and a registered voter in Cass County. Please reach out to any of the board members or attend the August meeting if you have questions or are interested.
Jack Faubion requested permission to schedule and attend the 2025 Water Operator Class and requested for the Village to pay half of the registration fees. The other half will be paid by the other municipality that he maintains. Board approved.
Owen Kunz owner of Mowen Owen Lawn & Garden, LLC recommended mowing the week of the 4th for beautification during the village celebration. Board approved.
Discussing ensued regarding some logistics for the petting zoo & also the possibility of portable restrooms during the village celebration. The portable restrooms situation will be tabled until next year.
There being no further business, the motion was made by Jake Wilson and second by Tom Miner that the meeting close and the next regular meeting would have reconvened on Tuesday, August 5th, 2025, at 7:00 p.m. at the Murdock Village Hall, however, with an open Village Board seat & another member unavailable for the regularly scheduled meeting date, there will not be enough members in attendance to make a quorum. Meeting has been rescheduled for August 12th, 2025 at 7:00 p.m. Motion carried unanimously by RCV.
